In the scene where Buffy enters the library why is the library so ominous and old looking?
Mr. Giles was a British museum curator so the old style is a norm for him. However, in a relatively decent high school the library a library of that style seems unnecessary and unnatural. Since Mr. Giles is a "watcher" he has a certain stigma to fulfill with the whole creepy vampire hunter theme. No normal high school library has a double stairwell feature and it also lacked any books that appeared to be written before the 1800's
In the scene with the guy who follows Buffy around. Who is that guy?
She didn't know his name or what he was doing but he followed her. He knew much about the future of the vampires and what there plans were. He could either be a vampire or another person like Mr. Giles that wants to help. He said "I don't bite" which could mean he doesn't want to die by Buffy's hand or maybe that he really is a friend. Buffy indicated that she thought he was attractive meaning there could be a future love interest.
